Bastion of Thunder.
You either have to be lvl 62 or do the key access quest in Plane of Storms.
To reach BoT you have to go through PoT (Tranquility) which is 46+ lvl requirement.

To reach BoT you have to go through PoT (Tranquility) which is 46+ lvl requirement.
Bastion of Thunder you have to be flagged or 62 to get in, zone from the Plane of Tranquility.
