Quick newbie questions, I know you need to activiate evolving items in inorder to level them so to speak, but once they are compltely evolved can you deactivate them and keep the benefits of them item so you dont have to lose xp?

As I understand it they do not take away from your exp. Anything they gain is 100% independant of what you gain.
The only reason to turn them off is, if you have more than 1 evolving item they equally split incoming evolving exp. Turning 1 off lets you focus on the development one a particular one.
