Once i have downloaded the game from the SOE website. can i start up playing? or will i have to purchase something extra? [yes i know i have to pay the monhtly fee,wbut is that all?]

You will need to buy each expansion, or a set that includes some or all expansions. Each one you buy gives you a key to type in and activate those expansions for your account. The nice thing is once you type those in they are tied to your account so if you get another computer or something all you need to do is download the game again and log in.
Edit: But, just to play and learn the game for a while you don't need any of the expansions, just the main game.

Just FYI: EQ Titanium is by far the cheapest way to get hold of all the expansions so far.
If you haven't played yet I would get the 30 day (or is it 10 day now? I'm not sure) free trial. Try it out and make different characters and classes to kind of get a feel for what you like and don't like.
After the free trial is up purchase the Titanium package for $20. With Titanium you get all 10 expansions. Also create a new account and you'll get to use the 30 day free that comes with Titanium.
