Can anyone tell me where the pok book is now with the new PoR expansion. Is it still outside city gates within the wall towards East Comm?

Sort of. It's just outside the gate, facing East Commons, but not inside a tunnel. It's in the open. If you were running out of the gate, turn hard left. If you're running towards the gate, veer right. You won't miss it, trust me!
