How do I get tomes to work? Who do I give them too? Where can I find them once they are made?

Tomes for melee disciplines are usually bought from NPCs. I think some (higher level ones) are also dropped or obtained by turning in runes. You give the tome to YOUR CLASS GM. Any Class GM you are able to train with will do. In your Combat Menu you will see the new discipline and you can make a Hot-button to use it.

If you do a "find" in PoK you will see "Class xxx Tomes Merchant" or some such appear as part of the display. Do the find and you will be taken to your Class Tome Merchant. Buy the Tome and turn it in to your GM. You'll get the discipline (skill). Bring up your combat skills window and make your hotkey. Up until about level 60 or so all Tomes are less than 25 pp or so.
Don't know about the "new" lower level disciplines since discs were instituted long after I turned 50.
