Right click to block buffs not workingFollow

I have searched everywhere for this information with no luck. When I am ingame and try to right click my buffs to block one it doesnt work. I have a couple of accounts and it works fine on all but my main account.

I have done the following, the expansion is enabled (11 of 11) re ran the patcher, used the default UI (and my custom UI as well) logged in and out various times, have allow context menu's on, Made sure the actual UI parts were in my Ui file, any other suggestions? I can pull up the blocked buffs box for myself and pet , but it is empty as I cant add buffs to block.
