I'd be interested in getting confirmation of this. No doubt the game mechanics don't enforce this rule, as they do in EQ2 and, IIRC, World of Warcraft. Certainly for a long time the GM's would apply this rule if they were adjudicating a dispute about a kill-steal. First player/group/raid to engage the mob had the RIGHT to fight it first. The qualifier was that the player/group/raid had to be capable, in theory at least, of killing the mob. A judgment call, of course. The "more damage" thing is just a game mechanism. Might doesn't make right in this case because that's the essence of kill-stealing: when the kill-stealers attack a mob being damaged by another group and the kill-stealers end up doing more damage and therefore get the mechanical access---NOT necessarily the RIGHT---to loot the mob corpse. But like I said, might doesn't make right. Kill-stealing wouldn't even be an offense without the long-time rule that the first player/group/raid to engage the mob has the moral and "legal" right to fight it first. IMO.
