I can't recall if Rhinobeetle Carapace was one of the items, but it does sound familiar - I'll have to try and dig up my old notes.
Am also curious about other old stuff that has the new quest flags added to them - I always loved this type of stuff and it's usually the old world EQ that always draws me back...
Any quest dialogue is best posted under the NPC, at least until the quest exists in the database.
Under the item it's good to say "Used in quest ______ from NPC _______". If there is a specific step such as a combine it's good to say that too.
Having said that, either location works... once the quest exists any further details are usually best under the quest itself. In an ideal world the NPC thread will talk about the NPC /loc, Placeholder(s) if any, pathing, faction, drops, preferably with a pic of the NPC and even better, a zone map modified to show where the NPC is found. For items, what it drops from, how often (so once in 20 kills), can it be sold to a vendor and for how much, any quest it is used for, any recipe it is a part of or made from, if it is visible slot what does it look like --including a pic, and a pic of the item window. When an item runs through the item collector (coming back soon!) a lot of data is filled in automatically as far as stats go.
If you hit the rare situation where the NPC is not in the database, and the item has never been collected (or entered as well) then the default place to list new info is under the zone itself. Note that with newer content a missing NPC can happen (particularly month one of an expac), but both item and NPC being missing for anything Pre Omens of War would be a special situation.
