Ranger Skill QuestionFollow

I have specd a bunch of skill points on piercing weapons, then i attained celtic dual, can i re-spec the points in piercing with not penalty to celtic dual(i use two piercing weapons), or does celtic dual rely on piercing skill as its base ?...thn xfor any help
