I was wondering how i would fair in RvR and PvE as a Highlander scout. starting stats 70 str 70 con, 50 dex and 50 quick. i would put 15 into dex, 10 into quick then 5 into str. How would that put me in the long run? Thanks for your help.

In the long run....it wouldnt hurt you at all, This race of your character once you hit 50 will not matter one bit...the only thing it WILL do is make it harder to cap/max out certain stats that is used for archery I.E. Dex/quick

Ive actually seen lots of highlanger scouts out in RvR/PvE and i actually have one in my guild thats a good frnd...he does perfectly fine.
