Legendary WeaponsFollow

I need help here. Do you need to be in Toa to craft a LW? Where do you obtain any of the four rare drops involved with making a LW? How high does a Hiberian crafter have to be in weaponcrafting? What are the weapon tinctures that are needed? I know the gems needed are from spellcrafting. Does anyone sell the rare drops needed? I know, I know lots of questions. Is there a site that would have detailed info on making a Legendary Weapon?
