A lvl 45 told me that once you get a character up to 50 any subsequent characters you start will begin at lvl 20 - is this correct? If this is so then it's silly for all of us to spend time making other characters until we get one of them up to 50 -right?

It is correct. When you get to 50 the next toon you create can be lvled to 20 by seeing your trainer and doing a /level 20 times...

Thnx for the info Brickhousebetty. I just heard that you can also lvl up toons you had already begun and even crossing over servers - is this correct? Thnx again

Yes once ONE of your toons, on your account attains level 50 you may /level ANY of your toons to level 20. And you may /level ANY toon on ANY server as long as you have a level 50 on YOUR account. Hopefully this clarifies your questions.
