new comp LD all the timeFollow

I just built a new computer amd64 3000+, geforce 6600 PCIx, 1Gb kingston hyperx memory, and 80Gb Sata hard drive, whenever i teleport,zone,or release i go LD. I have tried my other computer on the network and it works fine so my connection is good. the middle indicator on my lag stats goes yellow then red, thats a framerate indicator,and i cannot communicate with the game. after about 2 minutes the game goes to the LD screen. anybody with ideas please help. I have not yet tried to reseat the video card or the memory that will be my next idea. I suppose i should add that my friend has the same moboard, CPU, memory, and video card except the card is made by another manufacturer and he has no problem. also this happens with all versions of the game.
