Sure you can, you just need to pay full price to unlock the disk
I haven't heard details on how trading/selling games will work.
Here is a decent article with details:
http://arstechnica.com/gaming/2013/06/microsoft-defends-the-xbox-ones-licensing-used-game-policies/
Summary:
1.) You will mostly be buying games in a digital format.
2.) Your downloaded library can be shared with friends, or used at your friends house temporarily.
3.) Every 24 hours, the Xbox One checks online to see if the person playing the game is the registered user.
4.) If you don't have internet connection for 24 hours, the ability to play ANY games will be suspended.
5.) Lastly, it will be up to the game's
publisher whether they set a limit on trading (giving/selling) used games to friends permanently. For a permanent trade to work, they have to have
been on your friends-list for 30 days. It seems they intend to limit the number of times a digital download can change hands to ONCE. It cannot change hands multiple times.
In general this sounds limiting. Perhaps it will seem better after we are used to the idea. Maybe, MAYBE, this is the future and it is actually somehow better for everyone. Not sure about that yet.
