Did you make sure that the copy of Frontier's you bought was a "new" copy? If it was new, you likely would have paid around 100 dollars or more as that seems to be the going rate these days, and that's if you could even find one at all (they have been increasingly hard to find lately, I've noticed).

If you only paid around 50 dollars or less for it, it was likely a used copy (my used copy was 40 dollars, and I got lucky lol), and if it was actually advertised as new, you should see about getting a refund. I've seen this happen to people before. Hopefully that's not the case though and SOE support can help you with this. Give them a call (or use the chat support monday through Friday) and they can tell you whether or not the key is still valid.

Ahh, I think I know what the problem is now. Are you trying to enter the new account key in the game itself? If so, it will say that the key is already consumed, even if it hasn't (I think). You need to go to soe.com, create a station account (if you don't already have one), and then add the code there. You will probably have to give them your credit card information to get the account going, but they won't charge until after the free month. You can cancel right after you activate to avoid being charged, and you will still get the entire 30 days.
