Just got basic lock pick ability on my rogue, but I was wondering how you "grow" the skill. I almost never see anything that's ;locked other than occasional lockboxes dropped in dungeons - that doesn't really seem like its often enough for practicing

Post 4.0.3, it now scales with your level. You don't need to level it or upgrade it any more.
So at 85, you can pick any lock in the game.
