You can wear spellstrike without bonus. Getting pattern and primal nether is another story. Depending on your build FSW might not be the best option too.
I am demo forever and I dropped herbalism for tailoring. I find my alchemy more profitable even if I have to buy herbs in AH. As 70 you should be able to make gold in more than one way and farming primals/making primal mights might be better solution than farming herbs.
I dont use many potions anyway either and what I do use is easy to obtain from AH bought herbs.
There is lack of netherbloom on my server (Blizz did great job with switching mats for mana/healing potion), but BEs in SMV drop healing potions and I farm them for cloth anyway so its not a big deal.
Dont think raising tailoring from the skill 1 will be that easy and cheap, though. I farmed everything from silk cloth up alone (at 70 its not hard but very boring) and just getting those last 5 skills to 375 up took me 9 imbued netherweave robes - check the mats needed for one :/
Once you decide FSW and spellstrike or whatever other gear is right for you, be prepared to wait for quite a while and farm even more to get it. I am happy to have maxed fishing so I could fish out plenty of water primals, my friend goes nuts with droprates on water elementals.
Remember the cooldowns too, if you specialise shadoweave you will get 2 shadowcloths and only 1 spellcloth every 4 days. I found trading for PMC almost impossible, none needs it on my server.
