This is no longer the case. Did this tonight with 4 level 105 chars and 2 mercs. Invader conned 104. Mobs now only scale "up" to the highest level they were in the expansion.

Spawns in the north middle tunnel. The only thing special he did was wild rampage. He dropped Ring of Endless Demise.
