I wanted to see how I would like a horse so I traveled to befallen to kill the foreman. Started randomly killing exavators and nothing seemed to happen. Then I read post and tried it and nothing seemed to happen so I killed all four in that room and the cracked next to the left side of the rock near the locked door. Then I left the zone and came back in a few minutes waiting for spawns to repop. Come back in and I kill the left exavator that is first on the list and boom Foreman pops. All other 3 were still up. Maybe you have to just kill them until he pops.

Upon arrival into Befallen (after being side tracked by killing minions of skellies in West Commonlands that were there for the 5TH Anniversary EQ bash) Sir Ariam Arcanum was already there. Alas, he would not give me the bridle no matter what I said and the token was for a friend of mine who was on his way. As soon as my friend zoned in he vanished. After an hour and a half of killing EVERYTHING in Befallen the Foreman never came back! I held the token that my friend seeked in my hands but it was no drop and pointless for me to keep. That was a waste. Tragic.

I was the first person to Befallen after the last patch. I decided to check tracking and kill the skeletal excavators in the order they spawned.

First was the one down the stairs on the left (by the locked door).
Second was the one down the stairs on the right (by the door towards Lrodd).
Third was up near the entrance behind the big rock (not the one closest to zonein, the one behind the rock).
Fourth was the one closest to zonein.

I killed the first, then the second, then the third, that's when the foreman spawned and did a shout to the zone. I didn't bother to kill the fourth, just went and got the foreman.

Just a followup from many years later. These are my recent observations about skeletal foreman spawns:

1) One time when I zoned into Befallen from Commonlands, I saw the zone emote immediately upon entering the zone, almost as if the act of me zoning in had somehow caused the spawn. It could be a coincidence, but it's an incredible coincidence, if so. HOWEVER, this only happened once, and never again. I have never been able to reproduce this. So maybe it really was an incredible coincidence.

2) I have spent hours slaughtering in the zone trying to induce a spawn and it has never worked. I think I can conclude that killing other things in zone has no effect on his appearance.

3) On another occasion, I zoned in and he was not here. I camped directly in front of his spawn point and logged back in a couple days later, and the skeletal foreman was already up directly in front of me. There was nobody else in zone, no mobs had been killed in his immediate vicinity, and given that the zone is usually abandoned, I find it unlikely that anybody had been in the zone killing any mobs immediately before his spawn.

Based on this, I'm thinking that his spawn is independent of killing anything else in the zone. He must be on a pure spawn timer (although maybe it uses an exotic scheme like a spawn skip or variance on the timer), so on a server where the population doesn't typically come in here, you should be able to just camp directly in front of his spawn point, log in every few days, and eventually just randomly find him.

Just did this and it worked for me exactly as stated. Killed the first 3 skellys in order as listed above and foreman spawned immediately after the 3rd died.

To get the foreman to spawn you must kill the 4 excevators (not sure of how many times)

Maybe I'm just totally lucky but I went to Befallen the past two nights in a row now; once to get the bridle quest and the next night to get the Arrialla's Token quest (I messed up the order of the questions). Anyway, the first night he spawned literally after me being there for 2 minutes. I never even had to enter a side room. The second night he spawned after about 10-15 minutes. I wasn't keeping track of what I killed but I know it wasn't too much. I can't figure out the spawn myself I'll go there again later and see if I can go 3 for 3.

After spending many hours trying to get some skeletal teeth for my monk I have this information to offer you all. The skeletal foreman spawns in the back of the big room as you enter befallen on the first floor. He spawns right in front of the skulls with the glowing eyes and is a triggered spawn. Killing all four skeletal excavators will spawn him but he is still a rare spawn. I cleared the whole room and the entrance passages everytime they spawned and only got him to spawn once in a several hour camping session. The one time I saw him spawn was just as I dropped the 4th excavator which leads me to believe they are his placeholder. When he spawns he shouts something across the zone to the effect of: Work harder you lazy blablabla. He didn't drop the teeth the one time I managed to get him so I gave up for now but I'll be back cause I now want this guy for three reasons. Hehe.

Actually, it is Skeletal Foreman and dropped filed skeleton teeth. Was dark blue to my 15 SK and a warrior.
