I think he refers more to reitemizing old content than changing the level range. 99% of what drops in lvl 5-45 zones is little more than vendor fodder. When the drops in Runnyeye are inferior to the gear you gained in the tutorial, there's little reason to visit except to sightsee and you can usually forget even doing that until you can solo the content.
I enjoy EQ still but the epic feel of it is gone for me. What once felt like a vast world to be explored and travelled is now hundreds of disjointed zones linked to the PoK hub. The lore felt like it was going downhill with LDoN and I haven't been able to get into it since. I can still find enjoyment in my guild, in the actual moments of combat, in exploration of a new zone... but the feel of "Norrath" as a whole is lost to me.
I'm not hating on SOE when I say that. I think EQ's far outlived what was expected of it and so it's been a labor to continually add to it and keep it interesting for those who've capped out. Kudos to them for still keeping the game enjoyable as a game and a diversion. But I look foward to seeing what Vanguard will offer for example and if it can bring back some of that epic experience.
