ok sorta a dumb question but If i have 2 different items with haste,(silver chitin hand wraps & blood gaurd soul ring) will the one with the higher haste be the one that takes effect.

Short answer - Yes
Longer answer:
Yes, haste from two or more items do not stack and the higher will take effect. The exception to this is if the haste from an item is in the form of a clickable effect that uses a spell icon. This counts as haste from a spell so will stack (add) to worn haste.
You can only have one spell based haste in effect at one time (Some bard songs excepted)so anyone casting haste on you may overwright clikie based haste. Sometimes, however you may see more than one icon, but this is 'other effects' eg Str boost stacking.
