I noticed this problem on some new alts I created in the last month or so. For these alts I can only view their stats when on the screen to train skills from a guildmaster. I can still see my skills on my older characters.

Dwitherpot the Flatulent posted this fix...I'm going to try it tonight:

Do search for UI_charname_servername.ini

For advanced users:
Open that file with notepad.
You will see a section like: (1024*768 is my screen resolution you will see yours)

XPos1024x768=0
YPos1024x768=0
Width1024x768=0
Height1024x768=0

- Note the zero's - the skills windows is set to be off the screen, that's why you can't see it.

That should look something like this:
[Skillswindow]
XPos1024x768=259
YPos1024x768=135
Width1024x768=300
Height1024x768=240

For a simpler solution:
Just delete the file.
All of your window positions will be forgotten when you log in but you will have the skill window back.

This has been caused by a recent patch.
