I think the game has also changed so much that buffing people isn't as much as an hassle anymore. We have nifty things like right clicking spell gems to find spells quickly and OOC regen so finding spells is lickety-split quick and the mana cost typically isn't an issue. Someone being rude will still get a NO, but the other factors involved in the decision are mostly negated now and it's just not as bothersome. Time consuming requests are a different matter many times (ie ports, imbueing/enchanting 10 stacks of gems or metals, etc). Those types of things should always be done /OOC in places like PoK or CR. Sometimes you're just too busy trying to do something else and sometimes you're just lounging around PoK reading the spam. A time and a place for everything.
