The solution is simple. Turn off the inspection message and you'll never know if they are doing it or not and it wont bother you.
I've been hearing this argument for 5+ years now. There are two basic ways of looking at inspections:
1. They are "riffling" through your underwear and otherwise invading your character's privacy.
2. They are just looking at stuff they'd be able to see if the game had a more "real" level of graphics.
I personally lean towards the second description simply because inspection does not allow you to see the stats on items, or look inside bags. Seems to me that just being able to see the names of items you are wearing (ie: all stuff that would be normally visible to anyone walking by) is not much different then being able to see what style of clothing someone is wearing.
But ultimately, it really doesn't matter. You are either bothered by it, or you aren't. What's amusing is that those most bothered by inspections are actually bothered by *the message*, not the inspection itself. If I just walk up next to you and stand there, you wont care. But if I inspect you, you'll get all pissy about it. Um... Turn off the message and as far as you are concerned, no one ever inspects you. Pretty simple solution...

Why does this matter? Again. Turn off the message, and you'll never be bothered by it. Personally, I'd much rather people just inspect if they want to and go about their business, then have to respond to every single person who wants to know what I'm wearing. You want to know? Look. Asking me if it's ok to look at me is silly IMO...

That has far less to do with rudness, and a lot more to do with experience playing the game. After you've gotten "stuck" in an inspection window for the umpteenth time while in combat, you'll eventually figure out how to turn it off so that you don't accidentally do it. Thus, people at higher levels will tend to not accidentally inspect people everytime they happen to click too near to where someone is. You're just likely running into more players who haven't learned how to do that yet.
And newer players tend to not know what different types of gear are as well. They are less likely to know about sites like this one, less likely to know what gear is available out there, and just generally more likely to pester people in game about gear information.
