The rules tell us this:
-Spaces and punctuation are in the order which they belong (i.e. if the fifth clue leads you to a space, there is a space in the fifth spot of the scramble; likewise for punctuation).
So we have the following information, structurally, where (Blank) means we do not have the letter/punctuation/space info:

Another way of looking at it, in order to see where the "words" are, is this, where the numbers indicate known and unknown letters:

The Phrase seems to be in a question format. We know the first word is 5 letters, then a space, and the second word is 1 letter, so it very likely to be an A or I, as these are the only letters in English which form a single letter word. Given that we know one of the first letters is an I, then the second word is very likely to be that letter. It is only if the missing First Letter is A that this is not necessarily true.

The phrase is a question, and assuming the second word is the letter I, it is a personalized question to whomever is asking it. I am confident now that the above is the format which is the solution for the following reason:
I can see it may look possible for the last 6 letters (the ones after the comma) to possible be in the format x _ x x x x ?, but this CANNOT be since there are 2 letters/clues unsolved, and one of them MUST be a missing First letter (we have 5 solved, need six total under the ",(6)?" format above) and the other would HAVE to be a space for the ",(1)(5)?" format, meaning we would be missing another First letter.
Please correct me if I have misrepresented known details.
