You wan't a server that does not use standard expansions, requiring special oneoff maintanance patches, reducing development time for everyone else? Not only that but it would last less than a month before there were enough maxxed toons to dominate most of the decent post 45 content. The casual players your talking about would get fed up and leave with the completely unbalanced economy and constant overfarming of PoP era content by toons that are completely overpowered for what is years old encounters.
Look, the days of uber banded, bronze, and raiding crushbone are over. For good. EQ is an evolving game and it will never be the way it was. You can gaze on it through rose colored glasses, but you cannot go back, it was fun then because there was nothing better, you were working towards the endgame knowing that eventually it would be midgame as better stuff came along. Why is someone going to put 500 hours into a toon when they know that PoP will be the end of their progression?
This idea has been tried hundreds of times by people forming level, expansion, and gear restricted guilds. Every single one of them has failed for one simple reason; People wan't to advance. Sure raiding Naggy is fun, but every night? Decking yourself out in full bronze gear is a blast, but after a while getting slaughtered by LB cons for garbage loot gets old. Ya refusing to use the books brings back that sense of adventure the first 3 times you do it, then it's just tedious.
If you want to reexperience the old content again you're free to do so. It's all still there on every server, just like it was back then. Get a guild full of like minded people together just like hundreds before you and go for it.
But don't ask SOE to waste development and maintanance dollars on a special server that after the glitz rubs off will be a desolate wasteland prowled by a half dozen diehards yammering about how good the ole days were and how everyone doesn't know what they are missing
