I have never ever ever seen any parse that showed that Berserkers mitigate any better than Rogues or Rangers. They're paper tanks - decent HP and good aggro control but no mitigation to speak of. What does it matter anyway, I've never seen a Rogue volunteer to tank, and Rogues can lose their aggro better than a Berserker could ever dream of.
In 3-5 minute or so fights Berserkers might come out on top of equally-geared Rogues for DPS because they have more discs to use, but an equally-geared Rogue with optimal positioning will ALWAYS beat a Berserker in either short burst or sustained DPS.
And utility? Seriously, I would trade my stun (which doesn't work on mobs over level 70) and snare (which almost a full 50% of the classes in EQ get better than we do) for SoS and Evade. That's the entire extent of Berserker utility right there.
I think they're balanced just fine. Equally-geared (and AA'd) Rogues always outdamage Berserkers with optimal positioning (except for the occasional 3-5 min fight, then it's close), but Berserkers win out when the Rogues can't get perfect positioning. Berserkers can tank a little better because they have more HP and aggro generation, but Rogues aren't always the first to go splat after the MT goes down (dead dps = 0).
