Quickest way to raise that faction is to go out into Field of Bone and start killing the wandering green con Iksars with names like bandit, brigand, manslayer, or marauder.

If you're doing it with the 62 Shadowknight in your sig there is a cave on the west end of the beach full of these creatures. Don't try this cave with a low level alt though as there is a level 30ish quest mob that spawns there and will ruin your day quickly.

You'll need to kill at least a few bandits to work your faction up a bit, but once you do, I would recommend getting an iksar illusion (potion, enchanter) and visiting the Hermit in West Cabilis. Once your faction is high enough (apprehensive may be enough, can't remember, might need to be higher) you can say a key phrase to him over and over ("I am a great sorcerer" I believe it is) and go up in faction each time. Still a little tedious, but a lot faster than gunning for iksar bandits.

Did this change recently? I raised my cleric's necro faction about 2 months ago, to max ally, by just standing there and repeating "I am a great sorcerer"; no negative faction hits, and a positive necro faction hit every time.

I can see a nerf coming. There used to be something similar in Rivervale where you would run up to the top of Fools Gold and say something repeatedly to the guild leader there and get positive faction hits with the rogues guild. They nerfed that one a long time ago. I don't see why they create situations like this that can be easily exploited and then when we do exploit them, they get upset and nerf it and threaten people with banning. The people who design the quests with loopholes that can be exploited should be penalized, not the players who discover them and use them. <rant off>
