Potion Belt Unlock Anyone find

I was wondering if anyone has found the quest to unlock the first two slots of the Potion belt? I meet a Cleric that has all 4 slots of his Potion belt open but being as the account wasn't his he couldn't tell me how, or was he yanking my chain.

There's gear that unlocks the other 2 slots. I don't know if any of it has been found yet.

I am pretty sure that it is an AA thing no quest just cost like 12 AA after you have spent 6 and 12 and ......
I maybe wrong I don't have yet but a guildie that does said it was an AA thing
