I was working to raise my faction with Paineel so I could get a key to the Hole. My SK started off as Apprehensive and after much Kolbold killing became Dubious. Off to the Warrens and another round of killing Kolbolds I returned to the Paineel guards and much to my great surprise found that I was Apprehensive again!!! How is that possible? I killed nothing but Kolbolds. Is it now impossible to get good enough faction there to get a key?

As a sk it sounds like you're taking sorta the hard route.
I found with my sk that with an essence of erudite potion I was able to get my faction high enough just because my religion wasn't kos. I don't really understand how your faction could have dropped tho, killing enough in the warrens should give you high enough faction. If not, depending on level you can kill guards in erudin to raise your faction a lot faster.

Dubious is worse than apprehensive. It is possible you misread a /consider message incorrectly somewhere along the line.
It goes Scowls > Threatening > Dubious > Apprehensive > Indifferent > Amiable > Kindly > Warmly > Ally
By the way, just keep mass killing Kobolds in the Warrens and your faction will improve.

yea, i never had a problem getting into the hole, and i never opened those rocks. Hell, didnt even know you could open them till much later.

on AB there seems to be a problem with the faction ajustment in the Warrens, i went there to increase faction with my druid and after clearing the whole zone at least 10-15 times no change in faction at all
Alot of factions take forever to change. Like my monk is KOS to qeynos. I have done that gnoll instance in north qeynos and killed every one of them in it each time (thats alot!). Plus I wiped blackburrow out 2 or 3 times. I am still scowled at by north qeynos. Thats what I said heck with my faction and just made a human monk to do my monk epic stuff.

heh hard faction to change= norrath keepers when your a dark elf necro.... if I had it to do over I would be fargin evil, ebons are worth more on the resell/trade and with so many wanting to dup up on augs sellin the hey help me do an evil mission for ebons is TONS easier now.
