I seem to be abit confused over the information I received and what has been posted.

If you make the 1st tier armor, do you have to make the remaining tier "sets"...or just add the runes of the remaining tiers???

Now that I'm nearing Lvl-52 I'm not looking forward to expending excessive plat to make the Journeymen & Expert series...when the Master series can be obtained at Lvl-55

The new cultural armor is an 'a la carte' system. You only have to do the quests for the parts you want to make.

There are 4 levels of armor and 4 levels of symbols. You can mix and match them if you want to. The level of armor and level of symbol are independent of each other. (I had an expert symbol in master leggings on my warrior for a while due to the rarity of Crushed Diamond Dust)

If you want to skip the journeyman's and expert armors or symbols and go straight to the masters you can do that.

The armor uses the same book for all levels and just changes the ingredients to make the different armor levels. You do not need to do any additional questing to make master armor, just farm different items for the combines.

The symbols require that you do the appropriate quest for that level of book in order to make the correct patterns.
