Telligron Forestrunner ?Follow

i just reloaded eq and noticed i had a task in FirionaVie when i zoned in. to talk to Telligron Forestwalker and a marker on my compass led me to him by the waterfall by LoIO zoneline. when i clicked him i got the message " You have compleated the Lookout Below task" and 78p and half a gold exp. the thing is i dont rember getting the task, and it didnt go to my quest history? so what i need to know is
Who starts the task?
What quest is it part of ?
