what is the best low-level server in terms of population, people to group with, economy, etc.

Povar seems to have a decent low-level population.

Ehh.. From what I've seen the majority of low level Povar is twink alts from the upper end raiders.
Did DSP with my baby monk yesterday with 5 other random lfg's..
Total stats were 3 fungi's, 3 AoW legs, 2 mask's, both casters had mounts, and an assortment of Seru gear, probably not one toon with less then 300k invested in them.
Add in drive by buffing from the Bot squads headed to VT and AR..
I really wouldnt recommend Povar for low level toons unless your experienced and interested in experiencing EQ on a different server.

So unless I am mistaken and trust me wont be the first or last time if I am, I wouldnt reccomend Stromm.
As to what server I personally would choose it depends on your goals in EQ. If you ever hope to be in a high end guild you really are better off on FV it will suck for a lil while as our low end population is small but, its tons easier for a guild/alliance to catch you up to there level when they can pass down items that would bank rot on be destroyed on other servers.
Also there are some of us who still do try and RP on FV and I am totally unsure of what it is like on other servers in terms of RP.

I just started a little ranger over on Maelin. It's been incredibly easy to get groups, even from level 11-18 when most people solo I found groups with no problem. Now at level 38 I still haven't had any trouble.
The economy is much lower than what I'm used to on Prexus so my pp goes much farther. But I don't know how that compares to other servers. The people I've met have been really nice too.
I'd recommend Maelin to a new player or someone just coming back. My experiences there have been good.

I would also recommend Maelin Starpyre. Granted it's the only server I've ever played on, but I've never had a problem finding groups and the majority of the people I meet are friendly and helpful, be it buffs, advice, or help with various tasks.
