If I read the Dragons of Norrath Progression correctly, you have to reach at least indifferent faction with Dark Reign in order to be able to start the progression. What is the starting faction for evil characters (Trolls, Ogres)?
Moreover, I found only two quests to raise Dark Reign faction, Meat for Stew (lvl 47) and Taunting the Brood (lvl 65), while the progression is for lvl 45 and higher...

By the entrance to sol b(nags lair) is a camp of mercenaries they give different quests for both factions.
You can also raise faction by joining groups that are doing the missions on the side you would like to raise faction with.
You will earn a faction token each time that you can turn in to gain faction. As long as you do the missions.

You always start dubious at the highest with either faction depending on your race, deity and previous faction work.
After 16 years, I'm not listing every friggin character.
