What is the best place to level at level 15. I always get toons to here and then have no clue waht to do. I have looked at lots of zones here on Alla but everyzone seems to have 15 as the max level(no exp) or the minumum level(usually through a much higher level-many high level mobs that will kill me)
You should take them to the Paludal Caverns, but I can't guarantee you'll like it. That's pretty much where everyone else your level will be.
My favorite zone from 12-20 is Kurn's Tower. Paludal is a regular zone for 15-25 on most servers.
If you're more of an adventurous type try Runneye, Unrest or Warslicks woods.

Some people are like slinkies, they aren't really good for anything, but they still bring a smile to your face when you push them down the stairs.
Well I have a lvl 19 shaman and I've been going to Lake of Ill Omen. The money isn't bad plus if your lucky you can get some parts for your DoN cultural armor. Like jade shards and warbone chips(which both sell for crazy amounts of pp on my server).
If you can find a group you should be able to take out alot of the red mobs there, I could solo them without a temp so a group shouldn't have any problems.

I'd go to Paludal, that's where i spent most of my time from lvl 12 through till lvl 20, then I went to unrest. Though Paludal is an annoying place, it's worth the exp.

I agree with the warrens, especially if you are a melee, or you have root/snare. I hit here at 12 and stay till 21. Great exp, good place to learn to pull, only bad part is zonelines far away form good hunt spots, so bad pulls lead to LOADING,PLEASE WAIT|...otherwise great place. And on Zek, usually a few people here to pk 
I had a good time at PC, for 16 through 21 because there are always groups operating in there. Then try Netherbian Lair. I am sure there are lots of other places, but those are the ones that served me well. Hope they help you =)
Also, Grovers the Irrevelant, I think you signature is hilarious, but what really makes it funny, is that you mis-spelled Einstein. lol omg I am laughing so hard two drops of pee came out...Stupid people indeed =)

See if you can round up a group for Befallen. Now that is a challenging zone.

Oh, Befallen, one of my favorite all time zones: and now that the npc's fear spells are more realistic, yeah that is a great zone. For years that was the one zone every one of my characters went to, the drops are not great, but the gameplay is fantastic. Might make a toon and go there tonight.

I would suggest Befallen (the lower levels mostly since the top floor most things would be either light blue or green to a lvl 15), Paludal Caverns is good as well, as Echo Caverns. All have an exp bonus, with Befallen having the highest last I heard. The best lvl to try Befallen is pre-lvl 10, but you need a group, a healer, or someone to PL you.
Netherbian Lair is also a good zone with a exp bonus, BUT, you had best be in a strong group, because they hit hard there for a lvl 15, and resist just about everything (especially the bloody Swarm leader).UGH Crud on me

This may help some as well as these are exp bonus zones...but not sure of lvls . Maybe the first 3 are like 20 to 35 . maybe below lvl 20 with a group.
