on the maps of the world it has like (21-60) on top of the cities what the heck does that mean?

I believe that is the coordiate of the city on the map. First number is the north-south number with positive being in north half and negative number being south half. The second set of number is the west-east number with positive being west and negative being east.

So, the coordinate you have shown is 21 units to north and 60 units to east from the center coordinate of 0,0
