Does a higher level of a spell have lest chances of being resisted?
For example, would it be better for my shaman to cast his level 38 slow or level 51 slow? The added % slowed is not important at this point. The lower mana is nice, if it is not resisted.

Yes and no
If you were to target one paticular mob, and try both a lower level spell and its higher level replacement, the higher level replacement would usually be resisted less.
However, as your spells go up in power, the more powerful mobs you are fighting also have stronger resist ability, hence you will find resists about the same as you go up if fighting mobs your current level.
