You might want to give some more details about what you have done. Kinda hard to figure what's wrong when you just say you followed eqlive directions :(
But here's some basic things:
You have to make INI file in your everquest\USERDATA directory. The filename should be in the form AT_directory_yourname_server.INI, where directory is the directory of the custom wave files, yourname is your toon's name (i.e. Yther for me), and server is your toon's server.
Next you need to have a set of lines for each trigger in the form:
[Triggers]
Pattern0=text_to_match_0
Sound0=wave_file_name_0
Pattern1=text_to_match_1
Sound1=wave_file_name_1
:
:
repeat the above as many times as necessary. text_to_match_# is just the text to match, such as: "has become ENRAGED" without the quotes, to make one for enrage, and wave_filename_# is the anem of the wave file without the extasion. An example would be: "Enraged" without the quotes.
Finally, you need to have a directory with the wave files in it, which should be in your everquest\AUDIOTRIGGERS directory, as an example: everquest\AUDIOTRIGGERS\TANKTRIGGERS
In this example, the TANKTRIGGERS part is the part you put in the name of your INI file, so, for me, that would be AT_TankTriggers_Yther_Druzzil.INI (since my server is Druzzil).
No mateter what direcotry you give the INI file name and put your custom wave files in, you can use the ones in the Shared directory also. There are no wave files there by default.
Also, once in Game, you have to click on the EQ button - Actions - Audio Triggers, and in the Trigger Set drop-down box, select your custom set, from the example above, it would be called TankTriggers.
