Actually that barding on the fastest horse bumps it up to the speed of the pally/sk summoned mount.

As you can see, adding the barding upgrades the previous horse a notch to the next fastest horse. Meaning if you buy the medium fast horse then add the barding you get the speed of the fastest buyable horse.
