You do see a lot of Froglok clerics. The stand by class used to be dwarf since starting wisdom and stamina were very good. However when I started a new cleric on the progression server I chose dark elf since they can get a clicky snare item. Low str on De however has been a small problem.
If you starting on a regular server any race will do.

Drakkin breath weapon is a minor perk but by no means necessary. The novelty wears off by your 2nd Drakkin too.

On regular servers I agree with Jonwin that the choice is moot. Halflings get a slight levelling xp bonus. The Dark elf snare item also works for human clerics of innoruuk, but unless you plan to sit between 51-65 for a very long time you will not use the item as you will level too fast 40-70. My cleric carried the item in his bag for years and never really needed it.

On progression however, where stats actually matter as well as faction (for a little bit longer at least)the considerations are different:

-Halfling get that little innate racial xp bonus
-Erudites are really smart. Paineel (evil cleric) is the better City in my view, but playing evil and Erudite is a travel hassle.
-Humans of Freeport have the most central location to work from. Human stats are average overall. I find Qeynos to be an annoying home city.
-High elf clerics are strong in some stats, weak in others. GFAY is a convience whereas being on Faydwer isn't really. Luclins Spires improve this greatly though.
-Dark elves are common enough to negate most of the "you are evil" issue as there are others levelling up in your areas. Snare item is powerful/useful on TLP in a way, but you'll be medding and healing to much to really be able to cast it most of the time.
-gnomes... I can't stand Ak'anon and being permashort can be annoying.
-Dwarves: this is the only class that is tradional decent in dwarf numbers. I think it is more of a roleplay thing. Stats are as Jonwin noted, you're short and located on Faydwer. Proximity to the docks to Kunark is slightly handy, but only an advantage for a short time.

There's no real best race. Gear up on defiant and you'll be fine.

Pick what you find the most fun.

I did forget the level bonus for halflings, funny because my alt cleric was a halfling for that reason. The hide function can be good when you need to sit and med as well. So simply because of the 5% bonus a halfling is the best. But you are short and that is a pain, also people will make fun of you. So no its not the best.

My halfling ranger has been stuck at level 51 for almost 5 years now for that very reason... (xp bonus will be handy! I hate myself...).

I believe Tunare clerics as well (and Druids). I remember camping some neck item in LFay back in the day.

Friar Bijou, I take it that there has been a shortage of clerics when you made them.

They get Warden Symbol of Tunare as the top reward. 1st is a minor haste, 2nd is a small poison resist buff with very short duration.

This quest line is also notoriously slow to complete (not difficult, just silly rare spawns/drops).

well, in my defense, it's been a really long time... and root is kind of like snare :)
