Is the standard Test Server double experience on top of other experience bonuses?

For example, does the test server have hot zones? Since the hot zones have higher than normal exp, does the double exp make it even better?

When there is a double exp weekend on the live servers, does this mean that the test server has four times the experience?

It is double on top of any other bonuses. I believe the double xp weekends have a special modifier as an exception, but you still do see increased experience.
