Of course a lot of this is personal opinion but here is what I was running in VoA era:

Then if I'm healing more or tanking less, I'll swap out Preservation for Aurora, and Provocation for 2nd grp heal (Wave of Penitence), and mem Glorious Vindication (lv 85 - to save mana and just get the twincast recourse), and sometimes drop Penitence for Protective Dedication
I have additional sets for Nuking, Solo, and Buffing. Nuke set is just the crushes instead of the stuns, Reprimand instead of Provocation, Paen instead of Splash or Penitence. Solo set is nukes, Paci or whatever else I want for solo lesson burn.
For buffs Silent Piety, Blessed Aura, and Remorse for the Fallen along with the usual buff lines. In all of the sets I leave Contrition, and Stoic Stance alone in those gems so that they don't have to refresh when changing sets.
