Anti-Evolving ItemFollow

I haven't played for awhile; does anyone know what purpose items like Wretched Skull Ring serve?

It gets worse and worse as you progress it and then when it maxxes you get a reward window popup with a choice of item. The item rewards are better (mostly) than equivalent tier gear.

At least it's not the same purpose as Earring of Sad Exploitation.

I like creative items like this. Altho, you wouldn't want to be wearing TOO many of them as you could kill yourself! ;)

Also cleverly done, kudos to the Sony programmers who came up with the idea.
