Wow, haven't played my Wizard in ages, so yesterday I took him from 55-60. Spells? Except for one or two, almost all of the new spells are useless. Much lower level spells (Level 43 conflagration works best still) do better DPS. The new spells saying they are resisted much less seem to be wrong. Last night I stopped using all but the 60 new spells as they were being resisted almost 100%. I hope it was just an unlucky evening, as having newly returned a few months ago, the plat could have been used for better gear rather than terrible spells.....

well it depends on what your fighting. some mobs have higher resists.

Lure of Flame (55) has a Resist Adjust: -300
but does less damage and costs more mana

you can try to pull with items that lower resists like
https://everquest.allakhazam.com/db/quest.html?quest=693

think i was in the roost doing the quests to go up the levels around lvl 60.

Maybe you meant this quest? https://everquest.allakhazam.com/db/quest.html?quest=459 The one you linked was for a darkwood staff which doesn't have any proc or clicky effect, but this one is for Staff of Temporate Flux, although it requires doing the other one you linked.

I could never play a wizard. For whatever reason it angers me when spells are so resisted. My highest lvl is a mage and luckily when a mob is resistant to spells (and there seem to be ALOT of them) I can at least depend on my pet. Don't see that many npcs that are completely immune to melee.

I've been playing a Wizzy for almost 10 years - am level 100 now and have almost no resists. But I do remember that there was somewhat of a challenge in the mid levels - keep leveling the Wizzy up and you will work through that. And, as has been mentioned, some mobs are resistant to almost everything you throw at them.

Keep at it and have fun - remember it's just a game

It's funny, last night I took my 60 Cleric to the Roost to top off his AA's and almost no spells were resisted. Going to take the Wizzy for a spin today to get him closer to finishing his 60 AA's.
