For the most part gear itself doesnt have restrictions on it in regards to weapons/armor so Im not surprised you can use the bags. Certain features, such as using bazaar anywhere, is disabled though.

The problem was you had to enter Shards to Purchase:Extradimensional Luggage. Now this Guide is Sold By : Scribe Zikett in PoK.
Once you buy or craft one of the unexpanded flawless bags, you don't have to go to Shards Landing to purchase the scribe item there.
