I decided to create this post as I was getting inconsistent answers in game.
Transfers:
Using the /servertransfer command will pull up the server transfer window, if this is allowed on your server. If it is not allowed you get a text message saying your server doesn't allow transfers.
What servers have what options changes with the times: Vox, Vulak and Fippy currently are locked to transfers on or off. Fironia Vie you can PAY to transfer to but cannot get off of. Trakanon you can get off of but not on. Presently all other servers you can move off of with a paid transfer. From all other servers and Trakanon you can free move to Zek (the low-pop pvp server). A while back you could free move to Fironia Vie which significantly raised the population there, it is not having the same success on Zek.
Using the Station cash marketplace you can purchase the token to do a character transfer. This token does not show up for sale if you open the marketplace on a character on a server that transfers off aren't allowed. Buy the token on the character you want to move. Once you have the token in inventory and click it... it opens the same window the command text can open. It will show you all the servers you can transfer to, and the status of your character's name on that server. Sneaky trick... if you have a really unique name you now hate: create an alt with that name on the server you want to move to (before you move). This new character will have server seniority. This results in the character you are moving getting a free name change. Once you click yes to the transfer you will be automatically disconnected from EQ and your character is moved.
Race/Deity change:
Using the station cash marketplace you buy the transmorgrification scroll. Clicking this scroll opens up a window that is a streamlined version of the character creation screen. I did this as an enchanter (yesterday) so I had all of the chanter capable races in the gender of my character hilighted as choices. It defaults to agnostic for any race with that option (Drakkin must be Veeshan for example).
Starting city you can choose (in game people told me this wasn't the case... as a gold sub it was) but Crescent Reach is set as the default. My enchanter became an agnostic human of South Qeynos. This change happened once I clicked yes, as if I had cast an illusion.
Remember: changing race/deity wipes your quest log. It resets racial factions but not [to my understanding and how it seemed with my last race-changed character] factions you have altered in the game with your play choices. You lose racial-specific spells/abilities as well.
