To answer your first question: No.
Going by the state of beta, CotF probably won't ship until early October (if then). I seriously doubt they're going to let an expansion release overlap with a special event (Sol B/Mistmoore extension PLUS GGG/DDD).
Out of curiosity, what gave you the impression that this patch was going to include
anything related to the expansion? The devs said nothing even close to that, there's no expansion content on Test yet, and the content on beta needs lots of polish (like a 1970s Mustang that's been sitting in a garage or barn uncovered for 20 years. THAT kind of polish). If they released that stuff now, you wouldn't get to play anyway since the servers would constantly be coming down for patches to plug holes/'sploits/unintended player benefits (like mobs that wedge themselves into the geometry but are still hittable/nukable).
Maybe it's almost fifteen years of "devs nerfed jboots", "devs buffed mob resists", "devs nerfed drop rates", etc that has made me really cynical but whenever I hear a rumor ingame, I try to find out whether it's true or not. People have been known to lie, especially if it benefits them ("
Oakwynd is dropping in the new expansion so EP bows are going to plummet in value" as one example). Usually, just before an expansion release, some people try to dump items to get max value for them before the new expansion destroys that value (especially in this age of 'gear resets' every expansion). Conversely, there are also people who try to use that tendency in order to get people to sell valuable items for next to nothing.
