Leadership AA Question

IIRC, to earn it's a minimum group of three -- is that 3 player characters or is it possible to earn with two player characters and a Merc? I keep coming across conflicting information as it looks like there were some changes around 2009(?).

I know that I have gotten leadership experience ( recently ) with 2 players and a merc...so I assume that means that is all it takes.
