Scribe to Learn?

I bought this scroll: Simple Vah Shir Cultural Smithing. It has the option to scribe. When I did this previously, the scroll disappeared and I do not know where it "scribed" to.

However, I still do not know what Srcibe to learn means.

Scribe to Learn will place the relevant recipes in the recipe list in the appropriate container; in this case that would be the Shar Vahl forge.
