I believe you are looking for a vial of prismatic dye. If you look up prismatic in the bazaar, you should find what you need. You need one vial for each piece you want to color.

I got the dye, but I still get the Reagents Available:0. I made my own after trying the bazaar and getting a "Rain of Fear required" message when I tried to purchase it. Is that expansion required for anyone who wants to change their armor color?

The prismatic vials are not premium items so they should not be locked to F2P/Silver accounts. The only thing that I could think of is if you tried to "remote" purchase them from the Bazaar when on a character in another zone.
I believe that "remote purchasing option" was a new Bazaar feature with Rain Of Fear expansion and thus may locked to F2P/Silver accounts..Not sure though..

Be sure you have a vial of prismatic dye and not just prismatic dye.. they are 2 different items.

If you don't have the Rain of Fear expansion, you must physically enter the bazaar to buy stuff there. Then, buy the "vial of prismatic dye". One for each slot (7 total IIRC). Once you do that you can set colors on each visible location by using the dye button on the inventory ui.

They have to be in your personal inventory also, not the bank, or shared bank or whatever.
If you wanted to make it yourself, do the Crescent Brewing and Pottery training quests. Don't need to do the turn ins, just keep getting supplies until you get to the trivial for the recipe, then remove the quest and get the next one, upto skill 54 in each. That's enough to be fairly successful at making the dye. Here's the recipe: http://eqtraders.com/items/show_item.php?item=7878&menustr=035000000000 Use the Pottery and Brewing skills, and not the Alchemy combine, unless you happen to be a Shaman working on Alchemy. All the supplies are available in the Gulf of Gunthak (PoK Gunthak stone on south / evil side, west wall) with the NPC near the Banker in the lighthouse, so not hard to stock pile stuff and run back to PoK or where ever you want to do the combines.
It's easier to just buy it though, and generally not more than 50p, and it costs around 30p (if I did my math right, 10.5 + 10.5 + 8.5 + 0.02 or something like that) to make without failures.
Just a couple of notes, I didn't see mentioned.

Thanks for everyone's help. Had the dye but not the vial of it. That made the difference. Made some coin back on the dye I made too. :) Thanks!
